River View Financial and Insurance Services was founded in 1999, by F. Thomas Biglione to market life, annuity, and long term care insurance products for the Transamerica Occidental and American General Life companies.

Mr. Biglione entered the life insurance and financial planning field in 1980 with CIGNA and joined the Hansch Financial Group in 1983. There, he served as a Unit Manager and Staff Specialist in the Financial Profiles method of financial planning.

In June 1986, he began a 13-year career as Director of Marketing Services for USLIFE in their Southern California office. He was responsible for directing product, software and marketing training for the sales force and departmental operations.

Mr. Biglione is a member of the NAILBA, NAIFA, and the Society of Financial Service Professionals, and a Registered Civil Engineer in California. He received a Bachelor of Science degree from the University of California at Berkeley in Civil Engineering and attended the University of Southern California Graduate School Of Business.
